Chad Bianco will be years cleaning up the department. I’d have thought that dealing with Bob Epps and the Bomb Squad as well as the cover up of the Kevin Duffy serial child molestation scandal would have been at the top of the list, but a year in I’ve seen no updates on either.

On Thursday, January 9, 2020, at the direction of Sheriff Chad Bianco, Temecula Special Teams coordinated a comprehensive “John” prostitution and narcotic sting operation in the city of Temecula. This operation was conducted primarily as a prostitution sting, which targeted male “Johns,” soliciting an undercover female deputy for sexual favors in exchange for money. During the operation, Temecula Special Teams simultaneously worked a narcotic investigation targeting subjects with active warrants known to buy/sell illegal narcotics. During this operation, the following 10 people were arrested and booked at the Cois Byrd Detention Center:

Ron Dye also donated $6,000 to Stan Sniff.
According to inside sources who I spoke to during and after the 2018 campaign, Dye was a jerk to anyone that disagreed with him and was used as a hatchet man while in the second floor. Dye was also alleged to have been working on some sort of lucrative contract out in Indio (referred to as “the desert”) where he was a Station Captain before becoming one of Stan Sniff’s butt-monkeys.
I received notification of this arrest several times suggesting that Dye was a universally loathed figure within the Riverside Sheriff’s Department.
The ghosts of Stan Sniff are all over and still active. I hope soon, I can give some updates about corruption being prosecuted, more of sniff’s goons being fired and real progress on the Kevin Duffy Cover-Up amongst others.
I think Jennifer Higgins is a loser. That has been my opinion of her since I had to block her on facebook for going semi-psycho on me a few months in to the escalation of the campaign in 2018.
Your intrepid blogger received word that Jennifer Higgins was terminated for lying to investigators in an attempt to “get” former Captain Andrew Shouse. I am not sure why Higgins felt she needed to lie about her “relationship” with Shouse. Some people think Sniff was using her as a straw man to get Shouse.
Given what I have learned about the personal conduct of Andrew Shouse, Jennifer Higgins did not need to lie about him to get him fired. Just one blogger writing here.
It appears that the investigators were able to determine it was consensual or that her account of the incident was a lie. Higgins is alleged to have had a few dalliances over the years. In the era of #metoo, it is becoming easier to filter liars.
The key issue here is that people like Shouse and Higgins flourished under Stan Sniff.
The first is of him sitting at a local restaurant with his wife. Note, none of his entourage are with him. Funny things happen when you are no longer sheriff.
I’d have thought at least his buddies at the Riverside Puke-Enterprise would have dropped by to say hi… given that they had each other on speed dial for 11+ years. Nope. No Marion. No JT. No big chested women. No bowling ball Vest. None of them, just Stanley.
The second photo is of Stanley walking up to a county building. I’d imagine that scene would have been quite different two years ago.
Meantime, Sheriff Chad Bianco is rebuilding the decimated department.

Pretty much everyone I know detests the Riverside Press-Enterprise. Part of the reason I did some of the things I did on Right on Daily was because the P-E abdicated their responsibility as journalists. They refused to report the truth about the condition of the department. It has been alleged to this blogger that the senior editor and a few of the reporters were way too close to Stan Sniff. (Rumors varied from being drinking buddies to the P-E Staff being panty-wasted cowards intimidated by the tyrannical former sheriff)
It is the opinion of this blogger that a public post put out by a P-E Reporter for a Story on CCW Issuance is being done in a lame face-saving attempt to show that Sniff Really wasn’t that bad. The P-E was so fully invested in Stan Sniff that they have to try and restore their own reputation now that the red lights are shut off outside their office door.
“The culture of our department – blaming everybody else for our problems, misinformation to the public, the complete lack of honesty and transparency from the sheriff’s administration to the Board of Supervisors (and) the executive office, the lack of trust, the lack of sharing, the lack of cooperation – all of that has to change,” Bianco said.
It appears that the P-E missed their part in the above quote. Lies of omission or parsing words because you are too close to the Sheriff or you are a coward and afraid of him count in that culture. In case that is not obvious, yes I just called the P-E Liars and/or Cowards.
The P-E has given Stan Sniff way too much ink in all their articles since he was overthrown. I also take note that Jeff Van Wagenen, who was highlighted in earlier posts allegedly trying to give some of Sniff’s former Management a soft landing, is quoted speaking typical nuanced bureaucrat speak:
“I’m not going to use the words ‘dishonest’ or ‘deceptive,’” said Van Wagenen, who is independent of the sheriff. “But again, Sheriff Sniff had complained in the last couple of years that the board cut his budget … the sheriff’s budget has actually grown every year since 2012-2013.”
Numbers provided by Van Wagenen show the sheriff’s budget growing from $538 million in fiscal 2012/13 to $672 million last fiscal year. Net county cost – what the county general fund contributes to the sheriff’s budget – grew from $224 million to $276 million over the same period.
I’ll say it for Jeff. Sniff Lied and mismanaged the money the department was allotted. Perhaps all that time spent Stan Sniff spent retaliating against enemies of the state was more of a brain-drain than we’ll ever know…
… which makes the coming Press-Enterprise whitewashing of two year wait times for CCW Permits all the more egregious. Sheriff Chad Bianco has made it clear that the money is in the budget to speed them up. In fact, the wait time has been slashed.
It was put to this blogger by a confidential informant that the Sheriff wants to use a 3rd party vendor that will process CCW applications for a very low price – at no cost to the county mind you – and do the preliminary background checks. They promise a crazy fast turnaround, too.
This seems to be too much for the Riverside County Administrative State to handle. The swamp creatures, fearing a loss of control are throwing up roadblocks. If you remember, there are maintenance backlogs on vehicles, oil changes cost $300 and the like because the County has a no-bid monopoly on vehicle maintenance. There is little incentive to change that system because of hundreds of make-work county jobs that would be lost if that racket was dismantled.
So – the County Admin people are saying Sheriff Bianco has to go through “purchasing” and other red tape BS before he can finally streamline the CCW process. Your intrepid blogger fears he may have to start naming these bureaucrats by name. Perhaps the new supervisors can demonstrate some leadership and crack the whip on these feckless obstacles to efficiency and change for the citizens.
I sent some links about the awful CCW history of Stan Sniff in a vain hope that the P-E Reporter would do his job. I realized that one of the forums that was replete with people complaining of waits as long as 26 months for an interview was wiped clean. This must have happened sometime in September of 2018 as I re-verified all of my information around labor day. It appears that H Paul Payne, the scumbag (that’s what I think of him) that controls the NRA in California had his buddies at the CRPA clear off the derogatory references to the Sniffmeister.

Thats true.. I mean 2018 till an interview is what one guy said….. you know how many deputies are on limited duty and on disability ect they could throw in that division? they could put like 20 guys in there.. BTW, the two deputies that are in there now are super super guys .. Frank Yezzo is a great guy and one of the JUST TWO deputies in that division… and very easy going in the whole process but again, its almost like you should just CCW on your own at that point of waiting.
The other was Frank Aguirre who appears to have sold out for a “Tap” position from Sniff.
Unpack the comment. In a county of 2.4 Million people Sheriff Sniff has limited the number of people processing CCW Permits to 2.
I have a current CCW from another county. I’m told by Riverside county that I have to begin the process over in their county, taking the safety course from one of their vendors and I have to interview. They gave me an appointment in January 2019!!

The department is in complete turmoil because we have not had strong leadership from Sniff nor Diyorio.When the leaders don’t lead, all the rest of the nonsense that you have been writing about begins to happen (thermal station scandal, cheating scandal on the detective tests in 2015, then cheating on the Lt and Caps test in 2016, sergeants and lieutenants in admin positions not working full days…which has become part of the culture at those ranks etc etc). This agency has been a ship adrift for years now and it is sad.
Second word, ethics. It is true (and I have witnessed it first hand) that if you are a FOS (friend of the sheriff) you will go to the front of the line to get a ccw.If you are john q citizen, it’s a 18 month to two year wait.All department members know about this, from the office staff, to the deputies and above. We see the Sheriff campaigning on duty or having his people do it for him (Purvis on the dept owned gator with a Sniff campaign sign etc. etc) and know full well that if we were caught doing something like that for Bianco we’d be gone.
That’s right folks. The P-E, H Paul Payne and others attempted to cover this CCW thing up and now the P-E is getting ready to whitewash the whole thing. The P-E is whitewashing Sniff’s fiscal mismanagement, too.
If the P-E was interested in journalism, they’d have been running stories about the corruption of Stan Sniff for years.
Blogger’s Note – I waited until after Chad Bianco was sworn in to post this piece. This piece has been at least 6 months coming…
Those of you that have been reading this blog regularly for at least the last 16 months will note that I have been writing about former Sheriff Bob Doyle off and on in parts of posts. A lot of times it had been for background. It is time to set the record straight.
Imagine having been smeared by a powerful local officeholder and the local media for 12 years with little or no recourse. This is what has happened to Bob Doyle.
We’ve re-told the story about Sniff’s termination by Doyle when he was an Assistant Sheriff. Sniff was fired for insubordination for refusing to carry out two lawful orders, one related to tazers and another related to patrols.
Sniff himself acknowledged when he got fired that he was surprised it took Doyle as long as it did to fire him.
No one knew, including Doyle himself that he’d get a chance to serve at the State level a mere 10 months later. (in 2007) No one knew that Sniff would be appointed Sheriff. Only in the last year+ has the truth about Sniff’s manipulation and diabolical behavior come out.
Let’s be real – I know that Doyle is not a choir boy. You don’t get elected to major public office without an ego or a mean streak. What I do know is that Stan Sniff smeared Bob Doyle mercilessly and retaliated against anyone he knew was friends with or a supporter of Doyle.
Bob Doyle was also one of my sources for corroborating info in my blog. His perspective helped me fill in some key gaps as I was piecing together a psychological profile and an accurate history of Sniff pre-Sheriff. I was initially skeptical as I knew Doyle had an axe to grind, however, when he told me that he approached me because he was outraged over what Sniff and Crew did to my wife… this was a clear indicator that regardless of his motive I could trust his information.
As I got to know Bob Doyle, I also became convinced that many within the department had formed their opinion of him based on incomplete information. As such, Doyle’s endorsement was never actively sought by Bianco’s team.
Stan Sniff terminated almost all of Doyle’s top people, though a few managed to escape to other areas. This provides absurd context to the blatant bias of the Desert-Sun attacking Bianco for planning a similar action. Sniff made it clear that a pre-requisite for employment in his senior management team was a visceral disdain for Bob Doyle. A lot of old-timers I have spoken to agree that this is a fact.
Sniff changed the narrative on his termination and a lie had been believed for years that made him look like a victim. As best I can tell, retaliatory PERS and Terminations were not common under Doyle’s Tenure (though there appear to have been some). As documented, they occurred en masse under Sniff. The local media was deign to remind people of how Sniff was victimized by Doyle before getting appointed Sheriff.
Only Bob Doyle would know the story about Sniff deliberately withholding information from John Taviglione regarding the failure of his son to complete training for a special team he wanted. Taviglione ended up being the third vote to appoint Sniff. To this day Taviglione is either willfully ignorant of how he was played by Sniff or he was complicit (implying some sort of backroom deal). It is the opinion of this blogger that the exposure of the dirty dealings leading up to the appointment vote some 11 years later was a factor in Taviglione ultimately endorsing the corrupt Sheriff after castigating him publicly for years. As you recall, Sniff’s manipulation of the information caused a meltdown by Taviglione toward Doyle as Sniff’s insubordination involved his refusing to do his job of communicating with the Board of Supes for the areas affected by his duties as Assistant Sheriff.
Doyle was accused of getting away with a DUI. This is false. Doyle was accused of affairs while serving as Sheriff, something he vehemently denies. Doyle was accused of covering up misdemeanors committed by his cronies, again something he denies, and I’ve seen no evidence to substantiate any of the above accusations (suggesting Doyle has been smeared for years). As a contrast, I’ve been able to prove many similar allegations against the corrupt sheriff.
Bob Doyle has been vindicated by the 16.58% humiliation of Stan Sniff. #1 the first time Sniff faced real and organized opposition, he folded like a cheap lawnchair, suggesting his regime was a paper tiger. #2 Sniff had been allowed to pin a lot of his failures on Doyle. The voters, when informed of the facts held Sniff accountable for failing. #3 for the first time in a decade or more, Doyle was able to gain a measure of defense and response to a lot of the institutional lies perpetrated about him by Sniff
I am going to close the book on Bob Doyle now. He is retired and living in Texas with his family. The last time I communicated with him, I told him to stay close to God and his Family. I also admonished him to go do some fun stuff in his retirement (like gardening), and to close the book on the Riverside Sheriff’s Drama.
Again, Bob Doyle is not perfect or blameless. He is however someone I believe to be a good man who was forced to live with smears for years that he could not defend himself from. Enjoy the rest of your life Sheriff Doyle and thank you for helping me with the information you gave me, it is appreciated.
The Desert Sun went off a cliff in 2018. Having Met Sam Metz at the CAGOP Convention in May of 2018, I had a neutral opinion of him. I knew he was young, pretty much fresh out of college. It was clear to me that his editor would have a lot of sway over what he wrote.
Then, inexplicably after being the only media outlet to write anything about the massive Deputy Cheating Scandal on the Investigator exam, the Desert Sun endorsed Stan Sniff. The reason? The editor got his nose pushed out of shape because Chad Bianco did not kiss his ring.
The P-E? They had been in the bag for Sniff for years. It was so bad that they shipped an editor off to Rancho Cucamonga after he dared to write a weak story about how Chad Bianco was being retaliated against in Hemet.
This dynamic magnified the impact of the Right on Daily Blog. People were clamoring for REAL news about the corrupt sheriff. Well, they got it.
The latest installment from the Desert Sun? Let’s talk about a purge. Note there is no discussion of the rampant corruption, retaliation, incompetence or cronyism of Sniff’s Management team. This is just a BS CNN-Style hit piece seeking to make the bastards (that is what I think of them) in to victims.
Bianco, who defeated incumbent Sheriff Stan Sniff by a 16.5 percentage-point margin in the November election, said his victory signaled Riverside County residents want change in the sheriff’s department, change that should extend to the top officers.
“The election results were a big win for changing the direction of this department and that change in culture sometimes requires drastic measures,” Bianco said. “Why would I want the same people in place that caused us to get to this position in our department?”
Despite this quote in the article, the narrative was set. It sure looks clear that the Desert Sun has hung a target on the new Sheriff. This is what happens when Media Types get bruised egos. It is also clear to your interpid blogger that most all media outlets in Riverside County resent the Right on Daily Blog. (KMIR being a huge exception as they alone had the courage to tear in to Stan Sniff on legitimate issues)
The Desert Sun then quotes former Sheriff Bob Doyle (himself the victim of Sniff-Led Smears for years, more on that later):
Although not every incoming sheriff cleans house immediately upon taking office, former Sheriff Bob Doyle said bringing in a new leadership team, as Bianco intends to do, isn’t out of the ordinary.
“Whether it’s in the public or private sector, in a contentious situation, there’s probably going to be people the CEO doesn’t feel he or she can work with,” the former sheriff said. “Especially in this latest election, you had allegations of intimidation by executive staff showing up at campaign events. It makes it difficult for a new sheriff to go in there and feel comfortable with the executive staff that worked for the previous sheriff.”
During campaign season, Bianco and his supporters accused Sniff’s team of dishonesty and intimidation. Tensions reached a boiling point when Capt. Dave Kurylowicz, a vocal Sniff supporter, addressed the Palm Springs City Council and, without substantiation, alleged that Bianco harbored anti-LGBTQ prejudice. Captains are not part of the Sheriff’s Department’s Executive Staff.
“You had a captain lying and setting up a candidate,” Doyle said. “How should he trust anyone when they’ve shown that they’re liars? Why would you want to keep that person?”
Well Duh. It is rumored that Kurly is attempting to hide, or may well have been transferred out of the MoVal Station at the request of their City Council. That loser also accused your intrepid blogger of homophobia, etc, which was regurgitated on the pages of the Desert Sun in the same article attacking Chad Bianco. (Note that they slipped in the words “without substantiation” in to this article in order to cover themselves for libeling your intrepid blogger and circumventing the need to print a retraction)
The B-S also quoted Lyndon Raymond “the Executioner” Wood. Wood has a long history of corruption and thuggish behavior. He should be grateful that he got to retire without being investigated for what he has done (beyond attacking my wife).
The Desert Sun cement their stupidity in this article as your intrepid blogger has posted several photos of Sniff Management going to Bianco Events. I have some neat photos of Huskey, Purvis (who later endorsed Bianco), Wood, Ford, Vest and a bunch of their butt-monkeys at Bianco Events. The Desert Sun article does not connect Doyle’s Comments to the proof, instead their abject Bias performs a partial-birth abortion of Journalism. One of the main reasons for Bianco’s anticipated HOUSE CLEANING (referred to by the B-S as a Purge) is because of the thuggery of the Management team. That may well be reason #1, the rank and file deserve better than threats, intimidation and retaliation. Imagine that, and your intrepid blogger posted hundreds of hours worth of proof.
However, the B-S completes their article by re-establishing their narrative. They quoted arguably the most reviled piece of slime in Sniff’s Management Team, Kevin Vest. Vest has been involved in more than just stonewalling the transition and refusing to return phone calls or emails. Vest is alleged to have been assigned the job of stonewalling the Board of Supervisors as it pertains to budget issues. His quotes in the article are bald-faced lies, but support the narrative of the editors of the B-S so they were ran unchallenged.
Stan Sniff wrote an op-ed that his Butt-Monkeys in the Press Enterprise ran. It was so absurd that I won’t link to it. Suffice to say, anyone with real knowledge of the situation within the Riverside Sheriff’s Office would hang their head in disbelief after reading it. Such is the status of Riverside Journalism going in to 2019.
P.S. Kevin Vest is still palling around with Jeff Van Wagenen in hopes of getting a coveted county I-T Job. Should he get that job, he would be able to monitor all of the communication between the DA’s office and the Sheriff’s Department.
P.P.S. Yvonne “Eggplant” Varela got an unpaid appointment to the Eastvale Public Safety commission. She and Jessica Gore were photographed at a city event full of Sniff Butt-Monkeys. It is unclear where she or Gore will be placed by Van Wagenen and crew permanently.
